Job Description

Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

Under the general direction of the PDS Assistant and Deputy Assistant Environmental Services Managers and the Authority Director of Environmental Services, the Stormwater Inspector works in the Program Delivery group. The Program Delivery Group is part of the California High-Speed Rail Authority’s (Authority’s) Office of Program Delivery, Environmental Services Branch and reports directly to the Deputy Assistant Environmental Services Manager.

The Stormwater Inspector is expected to provide field construction environmental compliance for stormwater compliance in the areas where high-speed rail is under construction, currently 119 miles and expected to extend to 170 miles from Merced to Bakersfield. The Inspector will conduct inspection of stormwater infrastructure, provide compliance advice, prepare reports, and coordinate with relevant regulatory agencies to ensure compliance with the Authority’s responsibilities under its stormwater permits and associated compliance requirements. The Stormwater Inspector will work closely with and advise Authority HQ, region, and PCM staff, legal counsel, and other team members.

Basic Job Requirements

-Bachelor’s Degree – Engineering, Natural Science, or related field
-Construction General Permit Qualified SWPPP Practitioner (QSP) and/or Qualified SWPPP Developer (QSD)
-Minimum of five years of experience in the environmental compliance field

Other Job Requirements

The Stormwater Inspector is responsible for inspecting facilities and providing management and oversight to ensure compliance with the Authority’s responsibilities under its stormwater permits and associated compliance requirements. The Stormwater Inspector is responsible for the following tasks:
• Conduct compliance inspections of permitted construction sites and structures.
• Technical assistance to ensure continued permit compliance and address non-compliance.
• Coordinate the development of written procedures.
• Attend and participate in regular meetings.
• Serve as a main point-of-contact for regulatory agencies relative to the areas of stormwater compliance.
• Evaluate water quality monitoring data and annual reports.
• Review Stormwater Pollution Prevention Plans.
• Respond to and investigate water quality complaints and non-compliances and prepare recommendations for enforcement actions.
• Prepare, or assist in the preparation of, non-compliance reports (NCRs) for Project Construction Management, Design Build, or any other contractor/responsible party.

Preferred Qualifications

Prior experience with the Caltrans stormwater BMP manual
• Previous experience with stormwater compliance programs
• Ability to respond to project needs on a short notice
• Able to demonstrate a high level of organizational ability
• Capable of pivoting and re-prioritizing to meet changing program needs and deadlines
• Must be able to work well independently and in a team environment.
• Experience working on large, complex programs and projects
• Familiarity with ISO 14001 Environmental Management Systems
• Experience with design-build contracting and construction processes

Salary Range

79,500 to 138,000
