Job Description
The Water/Wastewater Treatment Supervisor is responsible for the daily oversight of SARAA’s water and wastewater treatment operations. This includes supervision of staff, scheduling of work, policy creation and compliance, and regulatory compliance. The position also performs Water and Wastewater Operator duties. Knowledgeable and proficient in the maintenance of basic building and/or airfield systems as well as the ability to operate all types of equipment to perform their required duties for Harrisburg International Airport.
ESSENTIAL DUTIES AND RESPONSIBLITES:
- Supervise, train, and assign work to EWS staff.
- Objectively assign goals and evaluate staff performance.
- Oversee and performs with knowledge and proficiencies the following tasks: operate, trouble shoot, restore to operation or repair various building equipment, especially those systems related to water and wastewater treatment or conveyance. These include water wells, raw water collection, water treatment plant and distribution systems, large water mains and laterals, hydrants, sewerage collections systems, sewer mains and laterals, lift stations, wastewater treatment plants, building ejector pits, building dewatering sumps, exterior building de-watering wells.
- Performs with knowledge and proficiencies the operation, maintenance and repair of Program Logic Controllers and Variable Frequency Drives and low voltage control systems.
- Perform basic equipment inspections and preventive maintenance to ensure all systems are operating properly and to detect conditions that require maintenance action.
- Performs with knowledge and proficiencies the use of advanced building monitoring systems, control systems, metering systems and SCADA systems.
- Perform laboratory testing for process control and regulatory requirements
- Account for and manage repair parts and building stock.
- Responds to PA One Call utility locate requests
- Operate various types of light and heavy equipment used at the airport.
- Comply with all SARAA directives, including safety standards.
- Perform snow removal operations which include being knowledgeable and proficient in snow techniques and operating all types of snow removal equipment.
- Performs complementary customer service functions consistent with Airport Customer Service Standards.
- Performs any other duty or assignment delegated by proper authority.
QUALIFICATIONS:

Education and Experience:
Preferably 5 years’ experience as a licensed water/wastewater operator. Must have a High school diploma or general education degree (GED). Must be able to pass FAA training as required.
Required Licenses, Certificates, Conditions:
A valid PA Department of Water Operator Class B,E Subclass 9-11 and Waste Water Treatment Plant Operators License Class C,E Subclass 1&4 . If the operator has not obtained both required licenses he/she must obtain the additional license during the probationary period. The licensee must maintain certification through continual training. A valid PA driver’s license with a good driving record or ability to obtain PA license within 30 days of hire date. Ability to pass a 10-year background and criminal investigation in order to be issued Airport Identification Badge.

Ability to comprehend, retain, and follow oral and written instructions. Must exercise good judgment, work independently, make decisions, organize and maintain detailed information. Must effectively set priorities. Ability to solve problems and deal with a variety of concrete variables in situations without precedent. Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Must be able to apply common sense principals and understanding required to comply with written and oral instructions, as well as basic diagrams. Must be able to collect, report, and interpret data. Must be able to work independently with minimal supervision.
Physical Demands:
While performing the duties of this job, the employee is frequently required to stand, walk, sit, and use hands to finger, handle, and feel; reach with hands and arms; climb and balance; stoop, kneel, crouch, and crawl, talk and hear, taste and smell. The employee must occasionally lift and/or move up to 70 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus, and must be able to distinguish full visual color spectrum. May be required to wear a respirator or other protective clothing in order to perform an assigned task. Must be able to work in confined spaces, and heights. Must be able to work around all type of insects and spiders. Requires working with hazardous materials.
Work Environment:
While performing essential functions of this job, the employee is frequently exposed to extreme outside weather conditions, fumes, and airborne particles. The employee is occasionally exposed to moving mechanical parts, working in confined spaces and working in precarious places, with risk of electrical shock and vibration. The noise level in the work environment is usually very loud.
Language and Communication Skills:
Must be able to read, write, and communicate effectively in the English language. Ability to establish effective working relationships with subordinates. Employee is expected to regularly communicate with managers, co-workers, FAA tower operators, other departments, contractors, and consultants. Uses ground and maintenance radio communication equipment, requiring correct terminology and ability to speak clearly and concisely.
Mathematical Skills:
Ability to perform basic math skills required.
