Indian River County is seeking candidates for our Utilities Engineering Division. Essential Job Duties
- Conducts feasibility studies of water/sewer utility projects.
- Works with the Capital Projects Manager and other utility department managers to identify needed improvements and maintenance to the County's water, wastewater, and reuse facilities and infrastructure and establishes work schedules and deadlines for projects and work to be completed.
- Prepares engineering plans/specifications for utility improvements, reviews both private and County construction plans and specifications; oversees engineering projects; serves as project lead to consultants and/or contractors; provides construction support, including inspection; provides engineering and technical expertise; communicates with internal and external customers, and maintains a variety of engineering records.
- Performs duties involved in the oversight, review, and/or preparation of the design of domestic water, sanitary sewer, re-use, and other municipal civil engineering projects in accordance with established standards.
- Responsible for establishing work plans and overseeing projects through to completion.
- Provides engineering support during the construction phase of projects. Works with project inspectors, consultant engineers, hired contractors, and operations and maintenance staff to resolve issues that arise during the design and construction phase of projects.
- Reviews, approves, and/or prepares project plans, specifications, and permits as needed; defines project size, scope, limits, and intent; and reviews related work assigned to engineers.
- Communicates and coordinates work with engineers, consultants, property owners, developers, internal staff, other agencies, and the public to exchange information, facilitate work processes, and resolve conflicts.
- Attends bid openings, hearings, and other meetings concerning Utilities Department projects; answers questions from contractors, bidders, developers, and the general public.
- Makes recommendations to supervisors regarding expenditure of public funds based on knowledge of infrastructure conditions and budget limitations.
- Visits construction sites to inspect work progress and compliance with approved plans and specifications. The incumbent keeps the Capital Projects Manager informed of progress, potentially controversial matters, or far-reaching implications.
- Maintains various files and records related to project status and computations; prepares project descriptions and progress reports as requested.
- Performs analysis/evaluations in the planning, construction, and maintenance of the water/wastewater reuse distribution systems and facilities as necessary.
- Supervises engineering support staff as assigned.
- Establishes effective working relationships with regulatory agencies and stays current with regulations governing or changes affecting the utility assets.
