Salary

US$ 62,120 net per annum, plus post adjustment (currently US$43,918). Salary is free of income tax in the United Kingdom.

Purpose of the Post

Under the overall supervision of the Head, Maritime Security, the incumbent will provide technical expertise on maritime security, in particular on issues related to the implementation of the provisions of SOLAS chapter Xl-2 and the International Ship and Port Facility Security (ISPS) Code, security-related aspects of the FAL Convention, piracy and unlawful activities at sea and in ports and UN activities/developments related to counter-terrorism.

Main Duties and Responsibilities

1. Provide Secretariat support to the Maritime Safety Committee (MSC) and other Committees, Sub-Committees as well as working, drafting, expert and inter-sessional groups, including preparation of documents, briefs and reports and review and preparation of manuals and guidelines for publication, as required.

2. Provide technical expertise and assistance to the work of the Organization related to maritime security and global counter piracy efforts, including liaison with Member States, NGOs and IGOs, industry stakeholders and navies.

3. Act as focal point for matters related to implementation of the IMO maritime security measures and IMO's contribution to the broader UN Counter-Terrorism response, including liaison with the UN Counter-Terrorism Executive Directorate (UNCTED) and the UN Counter-Terrorism Task Force (CTITF) and its working groups.

4. Provide technical assistance to the implementation of activities and projects related to the enhancement of maritime security and facilitation of global maritime transport, piracy and armed robbery against ships and other unlawful activities at sea and in ports, including the organization of missions and consultancies, preparation and implementation of, and participation in, meetings, workshops, seminars and training courses, delivered under the auspices of IMO's Integrated Technical Cooperation Programme.

5. Technically check and edit future editions of the IMO Guide to Maritime Security and the ISPS Code and related guidance, model courses and supplementary maritime security and counter piracy training materials.

6. Provide technical services and technical assistance to Member States by responding to routine requests for information and assistance related to IMO maritime security measures, counter terrorism and counter piracy, including SOLAS chapter Xl-2 and the ISPS Code, the SUA Convention, supply chain security, Best Management Practices and other related guidance.

7. Oversee the regular updating and maintenance of the relevant sections of the IMO website.

8. Oversee the regular updating and maintenance of the GISIS modules on piracy, maritime security and stowaways, and the production of monthly and annual piracy reports.

9. Represent the Organization at meetings of other organizations, conferences, seminars, workshops and similar events, including preparation of lectures and technical papers, as directed.

10. Undertake such other duties connected to the work of the Maritime Safety Division as may be assigned.

Required Competencies

a) Excellent communication skills (written and oral), including ability to present complex issues orally in a clear manner.

b) Demonstrated ability to conduct research and analyse data. Ability to draft and edit reports clearly and concisely and present complex issues orally in a clear manner is essential;

c) Proven organizational skills in coordinating activities and resources

d) Demonstrated ability to work independently under general guidance, exercising a high degree of initiative and judgement and the ability to work as part of a wider cross cultural team.

e) Demonstrated ability to multitask, work under pressure and capacity to handle a high volume of work while maintaining accuracy of output.

Professional Experience

Minimum five years of professional experience in at least one of the following areas: maritime security, piracy and armed robbery against ships and other unlawful activities at sea and in ports. At least two years' experience in counter-terrorism, maritime security or/and counter-piracy, preferably within the United Nations system. Experience in policy development and implementation, project management in maritime security and capacity-building initiatives in developing countries is essential.

Education

University degree in maritime administration or maritime safety or security.

Language Skills

Advanced proficiency in English (oral and written). Knowledge of one or more of other UN working languages would be a distinct advantage.

Other Skills

Proficiency in MS Office applications.  Familiarity and experience with relevant IMO meetings and knowledge of relevant IMO conventions, codes and protocols and their implementation would be an asset.
