Description
International Water Management Institute (IWMI) seeks the services of a part-time consultant to support the coordination, facilitation, and implementation of the MENADrought project in the region of Souss Massa in Morocco.
Project Background
The International Water Management Institute (IWMI), in partnership with the National Drought Mitigation Center (NDMC) and Daugherty Water for Food Global Institute (DWFI) at the University of Nebraska will work with other international and regional partner organizations to implement the Project.
- deliver enhanced drought monitoring/early warning and seasonal forecasting
- drought impact and vulnerability mapping and economic assessment of costs
- drought preparedness planning and resilience building
The project centers on facilitating technology and policy planning solutions for the countries to build self-reliance and capabilities in dealing with the impacts droughts of droughts. These events cannot be stopped, but the impacts they have on communities, the economy, and the environment can be better managed so reducing the costs on a nation. Beyond the direct benefits of better drought management, the project aims to support the development of enhancing resilience in water and agricultural systems so that the impacts vulnerable and marginalized communities are better able to absorb the effects, reducing suffering, loss of livelihoods and supporting a quicker return to more normal conditions.
Objective of the Assignment
- To support the coordination, facilitation, and implementation of the MENADrought project in the region of Souss Massa in Morocco working with key focal points and agencies, including the organization of workshops, focus groups, and expert consultation meetings and writeshops, and facilitation of the events as needed.
- To support IWMI’s field data and information collection on the environmental, social, and economic impacts of droughts in key areas and value chains in Souss Massa.
- To develop a summaries of priority drought impacts on a) Water resources, b) Rainfed and irrigated agriculture, c) Transhumance and pastoral and silvopastoral areas with an emphasis on Argan forests, d) Health and sanitation, e) Municipal water use, and f) Forests and forest fires.
- To provide inputs required for the development of a drought action plan for water and agricultural sectors and possibilities of interaction
Scope of Work
With the support from MENADrought team and consultants will:
- Support the establishment of Drought Technical Committees (DTCs) in ABH and DRA/ORMVA Souss Massa by working with these agencies’ focal points and coordinating with IWMI to organize and facilitate meetings between January and June for the development of a draft Drought Action Plan (DAP) for the water and agricultural sectors.
- Collect data and information input required for the DAP for each agency.
- Facilitate meetings for the DTC to perform the update of the existing DAPs for responding to drought situations for ABH and DRA/ORMVA separately.
- Support the DTCs to design coordinated action for water and agricultural sectors through a high-level event gathering key stakeholders in the region.
- Support the DTC and adoption and institutionalization of the DAP by engaging with key stakeholders in the region of the Souss Massa.
Duration: Thirty (30) days - 05 days a month over 06 months

Requirements
The successful candidate will possess the following:
- MSc or PhD in water resources management, policy, economics or related subjects
- Extensive policy and fieldwork experience in agriculture, rural livelihoods, and water resource work experience in Morocco
- Strong networks of key water and agricultural organizations in Morocco
- Speak French and Arabic
