Livnat Engineering – Service Description
1. Water Master Planning
Preparation of national and regional water master plans based on comprehensive data analysis and long-term projections. Includes water balance assessment (surface and groundwater), demand forecasting by sector, infrastructure planning, and climate resilience strategies up to the horizon year (e.g., 2050).
2. PPP Advisory & Project Structuring
Advisory services for structuring bankable water infrastructure projects. Includes development of PPP models (BOT, BOOT, DBO), financial and economic analysis, tariff structuring, preparation of tender documents, bid evaluation, and support through negotiation and financial close.
3. Water Infrastructure Design
Engineering design services for water supply and treatment systems. Includes transmission pipelines, pumping stations, reservoirs, desalination plants, and treatment facilities, as well as design review and construction supervision.
4. Non-Revenue Water (NRW) Reduction
Development and implementation of NRW reduction programs to minimize physical and commercial losses. Includes system diagnostics (IWA methodology), DMA planning, pressure management, leak detection strategies, smart metering (AMI), and performance-based contracting.
5. Digital Water Systems (SCADA & CCC)
Design and implementation of advanced monitoring and control systems. Includes SCADA architecture, Command and Control Centers (CCC), real-time monitoring of flow/pressure/water quality, data integration, and cybersecurity frameworks.
6. Regulatory & Tariff Advisory
Support to governments and utilities in establishing sustainable regulatory frameworks. Includes tariff design (cost-reflective and socially balanced), water quota systems, institutional reform, governance models, and sector benchmarking.
7. Operational Support & Capacity Building
Enhancement of utility performance through technical support and training. Includes O&M optimization, development of standard operating procedures, capacity building for engineers and operators, and long-term advisory services.
