Role Overview
Improve the overall WASH situation of the target population. This involves implementing quality WASH services and contributing to the achievement of proposal objectives within the planned timescale and budget, for the areas of responsibility within the WASH project. Major responsibilities include: assessing WASH needs; designing projects; contributing to proposal preparation; managing project implementation; reporting on objectives, timeframe and budget; providing technical support and line-management to staff; ensuring quality standards are met; and liaising with local authorities and other stakeholders.
Project Overview
Medair’s emergency response team was deployed in Sudan in February 2020 with the objectives of re-applying for country registration and to re-establish relationship with government authorities, donor agencies, UN partners, and INGOs. The team has also been ascertaining information on gaps and priorities to understand the humanitarian context, and identifying programmatic gaps for potential interventions. As of March 2020, Medair obtained registration to start multi-sector programming in in Sudan. Location (s) for the implementation of project is being determined based on needs and assessments.

Key Activity Areas
General WASH Project Management
- Provide strong leadership of the assigned WASH project, working to ensure both short / long-term positive outcomes for the beneficiaries, local authorities and local WASH staff.
- Develop an appropriate and effective WASH strategy, setting clear objectives and indicators, for WASH activities in consultation with other WASH staff and field managers, and with the local communities.
- Be responsible for the implementation and support of the WASH projects in line with the activity plan and time frame of project proposals and any applicable national and international guidelines.
- Manage the quality construction of all infrastructures, ensuring maintenance and sustainability.
- Ensure that regular monitoring and evaluation assessments are conducted with reports being made.
- Work towards the continual improvement of the processes and the technical implementation.
- Ensure integration of beneficiary participation in all aspects of the project.
- Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports). Input into the development of the country strategy, new projects and donor proposals.
Staff Management
- Manage and oversee recruitment, day-to-day management, development and training, appraisals, etc.
- Hold monthly team meetings with the teams, review objectives, inform them of issues relevant to their work and provide feedback and ensure they receive coaching and training.
- Promote the health and security of the teams by providing support to the WIA in developing security guidelines in the workplace and ensuring healthy living conditions and practices are being followed.
- On occasions work with casual labour or other Medair staff (hiring, co-ordinating workload, payment).
Financial Management
- Plan, construct and manage budgets for the assigned projects.
- Coordinate and oversee petty cash requirements of the assigned teams ensuring all required paperwork is completed accurately and in a timely manner.
Communication and Coordination
- Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, Medair in-country WASH managers and advisors and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs).
- Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs.
Logistics
- Manage the correct and timely ordering (within budgetary constraints) of all necessary infrastructure and WASH supplied and equipment.
- Develop projects specific handling of field depot in order to better track movement of goods.
Quality Management
- Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
- Implement relevant policies and standards relating to current operations including national, and international (e.g. Sphere and Core Humanitarian Standards, CHF) standards, donor guidelines and other good practice.
- Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices.

Qualifications
- Higher level qualification in a technical field, preferably in water and sanitation. BSc / MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology desirable.
- Good English (spoken and written). Ability to speak, or learn, local language (Arabic).
Experience
- 2 years post-qualification professional experience in a relevant field.
- 5 years’ Management experience in a health context desirable.
- Education/training/experience in humanitarian work desirable.
- Advanced planning, assessment and analytical skills. Able to develop and maintain effective relationships with colleagues, beneficiaries, other agencies and local authorities.
- Ability and willingness to manage project implementation. Good report writing skills. Problem solving ability.
- Excellent organisational skills. Able to oversee multiple tasks. Able to prioritise clearly.
- Able to enforce procedures. Able to set clear objectives for staff and to delegate.
