Position Description:

Engineering Manager, Water Utilities Operations & Compliance will be responsible for the operations and compliance of the potable water, wastewater, storm water, and groundwater remediation systems and equipment at the West Point site to ensure safe, compliant, reliable and cost effective utility supply to site building connection points. This position will give the applicant an opportunity to manage a critical utility team and facilitate the production of life-saving medicines.

Additional responsibilities include:

Own and maintain utility generation and distribution, and collection assets in accordance with applicable requirements to ensure equipment readiness and minimize interruption to utility service.
Develop and implement maintenance plans for Water Utilities systems and equipment.
Provide utility outage/shutdown and tie-in coordination.
Provide 24/7 on call support for site utility operations. Some off-shift or weekend coverage may be required based on business unit needs and specific assignments in Water Utilities or for site utilities.
Investigate and analyze equipment failure, new technology, and operational nonconformity. Develop and maintain preventive maintenance and inspection programs to correct system failures and prevent reoccurrence.
Supervise contracted maintenance personnel, third party maintenance, repair and construction firms.
Support implementation of chemical treatment plans for Water Utilities, in accordance with US EPA, PA DEP, environmental permits, ERMs and site procedures.
Primary Activities/Deliverables:

Deliver safe, compliant, reliable, low cost utilities to site building connection points in accordance with agreed to service levels or established utility reliability range for the Potable, sanitary and storm systems.
Operate Water utility systems and equipment to ensure delivery of utility service.
Manage Water Utilities USW Operators & laboratory activities
Achieve Sustainability Goals and maintain associated metrics as required.
Deliver alarm and incident response, troubleshooting/resolution and shift turnovers.
Provide utility GEMS interface.
Partner with PA GWES departments and customers to meet customer service needs.
Partner with EHS to achieve compliance and safety goals/requirements and complete initiatives.
Deliver financial results.
When assigned, meet Capital Team Leader (CPTL) role requirements and provide CRC/ECC presentations.
Provide/support project commissioning (IC/OC/PC).
Position Qualifications - External

Education Minimum Requirement:

Bachelor Degree in Engineering, Environmental Management or other technical field such as Business Administration, Science, or equivalent experience

Required Experience and Skills:

Minimum of four (4) years of technical management experience related to industrial/utility water plant operations, engineering and/or maintenance including water, steam/electricity/chilled water generation and distribution.

Minimum two (2) years of line experience, with people management responsibility.

Excellent communication, leadership, teamwork and customer service skills.

Documented experience as a strong performer in current and past positions.

Ability to handle and prioritize a large number of simultaneous assignments and quickly adapt to changes in business priorities.

Ability to quickly address issues and develop solutions to minimize compliance risk and improve utility reliability.

Ability to both think critically as well as communicate effectively.

Technical problem-solving abilities.

Preferred Experience and Skills:

PA DEP water and/or wastewater operators certificate

Management experience with USW Collective Bargaining Agreement employees

Working knowledge of OSHA standards.

Completion of OSHA 30 hour.

One or more years of experience with our Company's West Point utility systems or external utility system.

Lean, Six Sigma Yellow Belt certification or equal experience in application.

Knowledge and experience in project and facilities management.

Experience using MS Excel
