Summary

Coordination & implementation of the conservation compliance program

Responsibilities

Compliance                    

Take responsibility for all aspects of NEOM’s conservation compliance program;

Day-to-day support for protected area managers;

Provide training courses and capacity building for rangers in marine and terrestrial protected areas;

Build and maintain a highly effective Compliance team;

Maintain field operational standards of conservation compliance and protected area patrols;

Coordinate operations of Division’s compliance program, including the monitoring and enforcement of activities;

Provide operational support for monitoring and evaluation;

Set operational plans for compliance team and oversee their implementation to contribute to the overarching NEOM Conservation Compliance, Monitoring and Evaluation Program;

Develop, maintain and implement procedures and practices for effective and sustainable operation of NEOM’s Marine and Terrestrial Compliance program;

Maintain relations and with the Director work closely with the relevant authorities and other operators to coordinate activities;

Create opportunities for education and stewardship among NEOM staff;

Establish and maintain good relations with resource users (including commercial tourism operators) as part of a strategic compliance and enforcement program;

Utilise and care marine vessels, land vehicles, and ATVs effectively to ensure timely operational support.

Budget Management    

Support the Director in managing Compliance Team annual budgeting cycle and process

Be accountable for the effective utilization of operational budget

Develop strategic initiatives to improve effectiveness and efficiency of the Compliance Program, with a constant focus on driving value to NEOM and anticipating and mitigating business, environmental and reputational risks

Program Management 

Manage a highly efficient and professional Compliance team that supports NEOM’s ambition of world-class sustainable development.

Contribute to a process of review and continuous improvement of NEOM’s Operations & Compliance program to ensure a world-class Operations & Compliance system to support NEOM’s marine conservation and management objectives and to help ensure a high level of environmental performance for all development activities.

Develop and sustain a culture of service and support within the Marine Operations & Compliance team toward relevant internal stakeholders, while also delivering strong leadership on areas of core responsibility such as day-to-day management of the marine estate and on-water public engagement programs.

Oversee and drive a strategic program to anticipate future needs and risks and build the capacity, infrastructure, technology, equipment to stay ahead of operational demands.

Ensure a program of performance monitoring and constant improvement that includes strong awareness of emerging trends and technology that can improve program efficiency and effectiveness.

Contribute to the design, implementation and improvement of NEOM’s Marine Conservation and Management program and NEOM’s Environmental Compliance Program.

Policies, Processes and Procedures

Advise and assist the Director Marine Conservation and Management in development, review and implementation of NEOM’s Marine Conservation and Management Programs. including drafting and maintaining standard operating procedures and policies relating to marine operations.

Support the Director Marine Conservation and Management to develop, implement and review marine conservation policies, plans and programs.

Lead development of day-to-day marine management program, including site management plans, compliance and enforcement strategies and marine user engagement programs.

Review and integrate current and emerging best practices in day-to-day management of marine environment and resources to ensure NEOM’s programs align with and exceed best-in-class standards. 

Understand, track and incorporate technologies relevant to improvements in efficiency and effectiveness of the Marine Operations program.

Foster a culture of excellence, innovation and continuous improvement.

Stakeholder Management         

Build alliances with internal and external stakeholders of marine environment and resources to maintain a current understanding of their expectations and behaviours to optimally support decision-making, anticipate changes in these requirements and maintain user-feedback processes.

Support the Director of Marine Conservation and Management to establish and maintain relations with relevant government and International entities and the wider communities in order to foster an enabling environment for Division business.

Support partnerships with private and public organizations for the development of joint programs and initiatives.

Attend related forums, seminars, etc. to enrich network and learn about the latest developments and opportunities

People Management    

Help instill a culture of development, guidance and performance within Marine Conservation & Management Division.

Take responsibility, in collaboration with Director of Marine Conservation & Management, for building and maintaining a high-performance Unit.

Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance

Promote a high-performance working environment embracing NEOM’s values.

Develop and implement a program of capacity development for team members.

Qualifications

5-10 years of experience in compliance management, protected area operations management and design and implementation with at least 3 years of experience in a senior managerial position.

A degree in marine environmental science, natural resource management or other relevant area is preferred.
