Buyer
The Orange County Water District is seeking to hire an experienced Buyer. The Buyer role is responsible for researching and purchasing a variety of supplies, equipment, services, memberships, and other related items in coordination with established policies and procedures. Negotiating prices of goods with vendors. Analyzing quotes, drafting contract documents and reviewing vendor insurance certificates. Receive, review and process requisitions. Expediting the delivery of goods by contacting vendors to ensure and/or estimate time of arrival. Preparing a variety of reports, spreadsheets, and/or related documentation regarding procurement information. Meeting with suppliers and vendors to evaluate performance and discuss product quality and/or delivery issues. Identify and resolve issues and discrepancies.  
 
Qualified candidate will also work with inventory and warehouse control in coordination with other purchasing staff as needed and assist with setting up annual maintenance agreements.  In addition, proven experience in establishing new methods and automating systems that improve efficiency and cost effectiveness of the process is preferred. Performs other duties of a similar nature or level.
 Typical Qualifications:
High School Diploma or General Equivalency Degree. CPSM Certification preferred. Minimum four years of professional level purchasing experience is required, and two years inventory and material control experience preferred.   Purchasing experience in a governmental organization is preferred.  
 
Knowledge in purchasing principles and practices; inventory systems; mathematical concepts; materials requirements; planning terminology and expediting practices. Skills in using computers and related software applications (JDEdwards Financial Systems experience is a plus); Monitoring inventory; Creating and maintaining reports and related documentation; Negotiating purchasing amounts; Procuring goods and services; Analyzing inventory and proposals. Communication and interpersonal skills as applied to the interaction with coworkers, supervisor and the general public sufficient to exchange or convey information and to receive work direction.
