Sr. Principal Engineer

Under direction, performs and/or coordinates a variety of difficult and complex engineering assignments including project management, technical and financial analyses, and technical support to engineering projects and analyses; coordinates activities of outside engineers or technical consultants; assists in plan checks, departmental budget preparation, water supply planning, water demand projections and other work/projects as required; and performs related duties and special projects as assigned.
The Senior Engineer is distinguished from the Principal Engineer in that incumbents in the latter class perform the most difficult and complex engineering assignments including managing special projects.
Sr. Engineer
- Prepares a variety of difficult and complex engineering, financial and administrative reports for presentation to staff and Board.
- Prepares complex analysis of water usage, water sales and water system financial data.
- Prepares water demand forecasts based on member agency projections.
- Performs water resource and water quality planning efforts concerning the integration of multiple import and local water supply sources into the regional distribution system.
- Monitors and analyzes activities of MWDOC member agencies and Metropolitan Water District (MET) as required.
- Assists member agencies with technical and operational information requests.
- Provides technical input and assistance in development of GIS databases and methods; develops and documents GIS and other technical procedures.
- Creates and edits GIS spatial and attribute data and creates metadata for GIS databases.
- Coordinates with MET and retail agencies on shutdowns and service connection issues.
- Reviews and provides analysis of MET issues.
- Assists with annual department budget preparation.
- Participates in meetings related to project planning and interagency coordination; represents the District at assigned meetings.
- Assists with special projects as assigned.
Performs other related duties and responsibilities as directed.
- Prepares engineering, reports, water supply facility plans, water resource management and supply plans, water issue papers, financial policy, and administrative reports for presentation to staff and Board.
- Assists in direction and analysis of water usage, verifying computations, water sales and related financial data as necessary; prepares or oversees the preparation of periodic water rate forecasts based on Met and member agency projections.
- Assists member agencies with water resource planning, technical and operational information requests; communicates District activities to the public and member agencies.
- Serves as staff on Metropolitan Water District Board Committee and Board Meetings, manager meetings and workshops, negotiations and assemblies; assists in the review of programs and coordination with Met staff and other Met member agencies; provides analysis and support on pending Met actions for MWDOC member agencies.
- Participates in the development and administration of the annual budget preparation assists in monitoring and approving expenditures; recommends adjustments as necessary.
- Assists in the review and analysis of proposed water-related legislation and in developing strategy for communicating the District's position on local and regional issues.
- Assists in monitoring and analyzing activities of MWDOC member agencies and Met as required.
- Negotiates agreements on behalf of MWDOC member agencies.
- Assists in coordinating MWDOC’s involvement with research organizations such as American Water Works Association Research Foundation (AWWARF) and the National Water Research Institute (NWRI).
- Participates in resolution of regional and statewide water issues as directed.
- Manages special projects as assigned.
- Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of engineering.
- Performs other related duties and responsibilities as directed.
