Overview:
Valley Water's Business Support & Asset Management Unit is looking for a Field Operations Administrator to join its team!
The unit is responsible for implementing the asset management program for Valley Water (VW)’s water utility, watershed, and administration businesses to minimize the cost of owning assets without jeopardizing the District's financial health, the environment, the community, or service delivery and reliability.
The Field Operations Administrator is a critical position within the unit, tasked with integrating work done by Valley Water’s Operations and Maintenance staff and capital project design teams and contractors into VW’s asset management systems.
This specific position will initially work closely with staff in the Water Utility, including Raw Water Field Operations, Pipeline Maintenance, and Water Treatment Plant Operations & Maintenance teams, and later with staff in Watersheds Operations & Maintenance, among others.
Key Responsibilities include, but are not limited to:
- Advanced planning for operations and maintenance activities, including preparing work orders and/or cost estimates
- Reviewing the scope of work for and monitoring the progress of assigned projects
- Coordinating assigned activities with maintenance, operations, and engineering staff
- Conducting field surveys and investigations
- Performing condition assessments for asset management
- Providing customer service to internal and external stakeholders
- Working knowledge of specialized software, including GIS (such as Esri ArcGIS), CMMS (such as IBM Maximo), and CADD (such as Autodesk AutoCAD)

Ideal Experience:
Four (4) years of experience in maintenance work planning in an operations environment, using computerized maintenance management system software tools.
Ideal Skills and Abilities:
- Read maps and use GIS database.
- Read and interpret construction drawings, plans, and specifications.
- Inspect field work and ensure compliance with established standards and policies.
- Ensure adherence to established safety rules and regulations.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Allocate limited resources in a cost-effective manner.
- Prepare clear and concise reports.
- Interpret and explain District policies and procedures.
- Estimate labor, time, and materials for assigned project areas.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Use common desktop applications and software as well as specialized software related to the work.
Ideal Knowledge:
- Operations, services, and activities of raw water distribution, groundwater recharge, and water treatment systems.
- Principles, practices, tools, and equipment used in the maintenance and construction of District facilities including, but not limited to, reservoirs, pumping plants, pipelines, recharge ponds, and treatment plants.
- Operational characteristics of light and heavy construction equipment.
- Civil construction and maintenance principles, procedures, materials, standards, and methods.
- Asset management principles, practices, and applications with specific emphasis on water utility and stream assets.
- Organizational and quality management practices as applied to the development, analysis, and evaluation of programs, policies, and operational needs of asset management programs.
- Practices of researching asset management issues, evaluating alternatives, making sound recommendations.
Ideal Training and Education:
Equivalent to the completion of the twelfth grade.
Associates or above is highly desirable.
Required License or Certificate
