Senior Engineering Specialist Supervisor - SES

The Division of Water Resource Management is accepting applications for a full-time Select Exempt Service (SES) Senior Engineering Specialist Supervisor in the GIS section within the Shared Services program. DWRM is responsible for implementing state laws providing for the protection of the quality of Florida’s drinking water, ground water, rivers, lakes, estuaries and wetlands; reclamation of mined lands. It is comprised of several programs that perform water facilities regulation, environmental resources protection, and operational support services and functions.
Duties and Responsibilities:
- Manage and train a team of GIS professionals
- Work Independently
- Responsible for quality assurance/quality control (QA/QC) of monitoring data in accordance with established standards and procedures
- Compiles and maintains coastal data processing and QA/QC procedural mapping documents based on current, up-to-date data acquisition and processing techniques as identified and established by the program
- Help in the maintenance, testing and development of tools that help in the review of Beaches Survey profiles
- Prepare and update series of hardcopy technical report maps and graphics for the supported programs
- Research and implement new geospatial layers and tools to be used by any of the supported programs
- Provide training, including one-on-one, as well as assist with trainings and presentations related to DEP custom mapping applications and ESRI enterprise tools including desktop, web, and mobile field applications
- Test and learn new software
- Create maps, rectify imagery, create image mosaics, perform data analysis, digitize and do quality control of surveys, plot maps,
- Work with the Department’s Spatial Data Librarian to provide metadata, symbology, and queries to prepare programmatic data for inclusion in the Department’s enterprise library, for staff access
- Install GIS software for Division staff
- Maintains technical expertise in the areas of information management, focusing on the management of spatial information, as well as related programmatic records and metadata needed to track and analyze the performance of regulatory program activities and requirements
- The position performs other related duties as required
Knowledge, Skills, and Abilities:
(Essential):
- Knowledge of Geomatics and Surveying concepts such as Coordinate Systems, Projections, Datum, Datum Transformation, Legal descriptions to ensure the accuracy and precision of the data produced and received;
- Excellent understanding of trigonometry, geometry, and algebra concepts such as angles, trigonometric and Pythagorean theorem, distance formulas, angles, etc.;
- Knowledge of and skill in GIS-related software including but not limited to: ArcGIS Pro and ArcGIS Online (AGO)Spatial Analysis, Image Analysis, ERDAS and Auto Sync;
- Knowledge and ability to compress images to MrSid using GeoExpress;
- Knowledge of computer systems analysis, design and associated techniques;
- Ability to operate PC computers, plotters, scanners, and hand-held devices used in the development of the biological data collection;
- Knowledgeable and skilled in Python, SQL, and Excel;
- Familiarity with Relational Database Management Systems;
- Ability to train staff on Desktop and web mapping as well as Mobile Device technology;
- Ability to understand and apply applicable rules, regulations, policies and procedures;
- Ability to determine work priorities, and work effectively and accurately under a deadline;
- Ability to communicate effectively both verbally and in writing;
- Ability to interpret scientific or technical data for the public and to prepare short technical reports;
Position Requirements:
- A bachelor’s degree from an accredited college or university
- Valid driver’s license
