Non-Revenue Water (NRW) or Water Loss is shortchanging utilities on a massive scale. NRW occurs when systemic leaks in piping infrastructure, aging meters, and/or theft creates an imbalance between the quantity pumped and the amount consumed. Non-revenue water percentage (NRW) reflects the difference between the amount of water supplied through the water distribution system and that billed to customers. Current levels of PDAM’S NRW in Indonesia vary widely. Out of 380 PDAMs, some PDAMs have a water loss rate of only 20 percent or less, but several also reach 60 percent or more. According to official data from the Ministry of Public Works for the 2018 financial statement, the average water loss for PDAMs in Indonesia is around 32.75 percent. With a total connection of 11,951,927 SR and a National Real Cost of Goods Sold (COGS) of NRW is Rp. 4,874.20 / m3, the volume lost is equivalent to 1.51 billion m3 of water per year and lost opportunities to earn Rp. 7.8 trillion per year.

NRW is an indicator of the service providers’ efforts in maintaining the assets of the utility in general, and the network in specific, in good working conditions. It helps the utility plan for investment in the rehabilitation or replacement of the network and in budget preparation. It is also a tool that it is used by the regulator to assess the performance of the individual service provider upon a request of tariff change. The regulator sets performance levels for operators to achieve in order to safeguard the interest of customers, reduce operation costs, and preserve limited water resources.
