PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform skilled manual field work including construction, maintenance, and repair of storm drainage systems and/or water distribution systems and to operate related equipment, in compliance with Local/State/Federal standards, guidelines and laws.
ESSENTIAL FUNCTIONS
Employees must provide courteous, professional customer service, and are required to provide prompt 24 hour response to various emergency and non-emergency situations. Employees are expected to work in all types of weather conditions, and where hazardous conditions exist.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the nature of the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Performs manual work involving tasks associated with construction, maintenance, and repair of the water distribution system required to maintain integrity and quality of the potable water system while providing sufficient water pressure to all customers. Performs manual work involving tasks associated with construction, maintenance, and repair of the storm drainage system required to maintain integrity and quality of infrastructure while keeping roads safe for travel, and surrounding areas free of flooding.
Perform associated tasks with knowledge of common practices, materials, tools, and occupational hazards required to successfully obtain quality results, while observing safety practices associated with local, state, and federal laws and regulations.
Operates a variety of equipment and machinery such as backhoes, skid steers, loaders, dump trucks, tractors, pumps, generators, and air compressors.
Use various hand tools on a daily basis, as well as specialized tools, such as tap machines, pneumatic tools, and transits.
Duties when assigned to Water Distribution:
- Perform installation, maintenance, repair, and relocation of fire hydrants.
- Install, locate, exercise, and repair valves. Install new water mains and services.
- Performs taps on water mains for new services.
- Repair broken water mains and services.
- Repair, adjust, and relocate water services.
- Install, repair, and replace water meters boxes, and sample stations.
- Perform restorations to lawns, landscape, sidewalks, driveways, and roads as needed.
- Provide MOT as needed, such as flagging, installation, and removal of MOT devices.
- Document required information for all associated assignments/tasks utilizing I-pads, computers, and maintenance software programs.
- Assists Water Plant Lab Staff with water quality issues.
- Perform related work as required.
Duties when assigned to Stormwater:
- Perform inspections, monitoring, maintenance, and repairs of Pump Stations.
- Perform installation, inspection, maintenance, and repairs of storm structures, manholes, pipes, culverts, outfalls, swales, ditches, ponds, retention areas, and detention areas.
- Perform inspections, monitoring, and documentation of various Local/State/Federal programs, such as NPDES, CRS, and the Town of Jupiter Stormwater Infrastructure Grant Program.
- Monitors and documents Recharge Levels throughout MS4.
- Provide MOT as needed, such as flagging, installation, and removal of MOT devices.
- Provide assistance to Public Work Staff, by performing sidewalk removal, replacement, and grinding.
- Provide assistance to Public Work Staff by performing asphalt removal and replacement.
- Document required information for all associated assignments/tasks utilizing I-pads, computers, and maintenance software programs.
- Perform related work as required.
MINIMUM QUALIFICATIONS
High school diploma or GED.
One (1) year experience involving outside manual labor work which must include construction, maintenance, repair work and equipment operation. Experience involving storm drainage systems and/or water systems desirable.
Must be able to obtain and maintain valid Level 3 Distribution System Operators License within 2 years of start date, and Class C Stormwater Certification within 3 years.
A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.

Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division.
Functional Reasoning : Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
