  • Analyzing, recommending and/or selecting technology applications to support business processes;
  • Managing applications configurations to ensure standards are established and followed;
  • Managing applications to improve utilization and eliminate workarounds and external process. (may include training, or managing the training process);
  • Supporting applications and interfaces utilizing .NET programing tools, PowerShell, scripting and other programing languages;
  • Managing transactional databases such as Microsoft SQL;
  • Guide the development of business processes to correctly leverage the application and the way it was designed to function;
  • Developing and maintaining knowledge of application architecture and data structures to guide their effective use, support interfaces, and manage change.
The  Application Specialist III  is the journey-level class in the series. Incumbents are responsible for providing end user support, while recommending and implementing new technologies of moderate to high difficulty and complexity. Incumbents work under general supervision while exercising independent judgment within established systems and procedures.

The  Application Specialist IV  is the advanced-level class in the series. Incumbents are responsible for performing a variety of highly complex duties including providing end user support and evaluating, selecting, and implementing new technologies. Incumbents exercise independent judgment in the interpretation of procedures and regulations, develop specialized reports and lead highly complex special projects. Work may involve direction of clerical and subordinate personnel.

Individuals within the Application Specialist series can expect to perform routine to complex technical duties related to developing, managing and supporting District software systems at the enterprise level. Individuals develop, implement, support, and manage one or more computer applications such as Maintenance/Work Management, Financial, Procurement, Customer Information/Utility Billing, Geographic Information, Content Management, Database Management, System Integration, and others as provided by the District. This position will lead the management of the Maintenance/Work Management system, among other duties.

District employees are expected to work overtime, weekends, evenings and holidays as required to accommodate the District needs, in addition to responding as a Disaster Emergency Service Worker.

Incumbents within the Application Specialist series report to the IT Manager or Director of Administration. Application Specialist I-III incumbents may receive general direction from an Application Specialist IV.
 
 Examples of Duties:

  • Provide technology support and maintains at least one of the District’s enterprise technology systems, reviews data, and system settings.
  • Provide support during implementation of new technologies.
  • Ensure accurate information by examining documentation to establish proper authorization and conformance with District policies, agreements, contracts, and state/federal requirements.
  • Performs a variety of technical computer-based work in the maintenance of enterprise systems related to data management, report development, and business process improvements.
  • Coordinates and assists in the preparation of status reports and similar metrics.
  • Identifies and documents operating procedures.
  • Adhere to office procedures including record management policies and procedures, ensuring compliance with the District’s record retention policy.
  • The incumbent, while exercising his/her authority, shall abide by and promote the District’s values and beliefs and adhere to the District’s ethics policy.
Additional Essential Functions for Application Specialist III:
  • As a technology subject matter expert, maintains more than one of the District’s enterprise technology systems. Reviews data and settings to ensure high quality systems and data accuracy.
  • Performs complex analyses related to existing or proposed technologies, leading to new or revised procedures and reports.

Additional Essential Functions for Application Specialist IV:
  • As a technology subject matter expert, maintains multiple District enterprise technology systems. Including identifying and developing interfaces/integrations between systems.
  • Utilize successful leadership skills with the ability to inspire and influence with a high level of energy, enthusiasm, and creativity coupled with a positive attitude.
  • Researches and resolves highly complex technical issues, and performs complex analyses related to enterprise applications and existing or proposed technologies.
 Typical Qualifications:
  • Knowledge and ability to apply technology principles and best practices to the maintenance and operation of core enterprise system(s).
  • Understand capabilities, methods, and limitations of core applications and their underlying technologies, while understanding trends and developments in the field of the core systems.
  • Prepare a variety of routine to complex statements, reports, and analyses.
  • Ability to interpret technical information and respond accordingly.
  • Utilize exceptional customer service and communication skills both verbally and in writing, with the ability to cultivate professional business partnerships and inspire team collaboration.
  • Think creatively and seek alternative solutions in order to produce results that benefit the District, its internal and external customers, while clearly articulating options to management and policy makers.
Application Specialist III to include above qualifications, combined with:
  • Advanced skills associated with supporting at least one applications system and intermediate skills in additional systems used in the District.
  • Define and explain key processes and business requirements within the department.
  • Make effective and engaging oral presentations clearly, logically and persuasively.

Application Specialist IV to include above qualifications, combined with:
  • Uses discretion and sound business judgment in applying advanced principles, practices, methods and techniques associated with most or all of the District’s enterprise applications systems.
  • Utilize successful leadership skills with the ability to inspire and influence with a high level of energy, enthusiasm, and creativity coupled with a positive attitude.
  • Perform the most complex and difficult duties related to enterprise applications.
  • Principles and practices of leadership, motivation, team building, and conflict resolution.
  • Highly motivated professional who is a self-starter, resourceful and able to work independently with minimum supervision.

This position is a non-exempt, full-time, technical position.  The selected candidate will be considered for placement in the appropriate job classification based on demonstrated qualifications and experience.
