A lot of water companies in the UK use ABB Aztec but Metrohm Icon (think it's called that) could be a good/better alternative. It worked well in a trial anyway. Tytronics is another instrument but I haven't got experience with it. Colorimetric analysis has the lowest cost and quite good performance.

For best results use ICP-OES. If not, flame AA with nitrous oxide flame.
