The number of flood events has increased significantly all around the world over the last three decades
Flood management and a GIS modelling method to assess flood-hazard areasFloods are considered the most significant natural disaster affecting from the perspective of their frequency, financial cost and most importantly the impact on the population and the disruption to socio-economic activities. Flooding refers the inundation of an area by unexpected rise of water by both dam failure or extreme rainfall duration and intensity in which life and properties in the affected area are under risk. You may want to try using natures physical and microbiological characteristics to resolve not only flooding but all environmental issues. Seems to have worked for the last 2 or 3 billion years. Every time you look to a government or a man programmed computer for an answer you move farther away of the solution you seek. For example FLOODING. Regardless if it is a 10 year or 1,000 year flood nature has the answer. TREES. #1 they are vertical! pull water away from flooded area rapidly. #2 Trees have a capacity of drinking and respiring up to 300 gallons a day AND depending on the species can survive on one gallon a day. The only computer (in your head) should be how many trees of local origin to plant and maintain and follow their extraction capacity at their appropriate age. Using this simple format of nature it makes it possible to grow food is deserts, increase nutritional density in our foods, and rebuild soil fertility. Nature will take care of the rest as long as we do not interfere with caustic chemicals. ;;;;; Forgot to mention. It is free. nature does not require a UN study, taxpayer dollars, a multi layered commission. Your country, your people, your trees. Plant and maintain as many as you need. Nature will not overcharge you.

In addition to Emma the following can be used for estimating flood:
SMS, WMS, HEC-RAS, HEC-HMS, PCSWMM Professional 2D, Carlson Civil Suite and etc.
These software can be used according to your scope of work/study, for instance catchment delineation you may use Archydro tool or WMS. As for rainfall modelling you can use HYFRAN for probabilty and which distrubtion fit for your data.

A well trusted software I will recommend is Ribasim, Although it still depend on users familiarity with interface. however any well calibrated model can the job.
