New commercial approach for water Basins

Hello,
Is anyone developing a large basin that is not too deep that also could be used for commercial applications like kitesurfing or storing electrical energy in water ? for example https://aquabattery.nl/bluebatterypilotprojects/
When people start with kitesurfing they need shallow water to learn a waterstart and moreover no interference of water currents or waves. Furthermore with basins you can, independently of the wind direction, use it all year instead of waiting until the wind is on-shore ( for safety reasons of not drifting away ). So artificial lakes will do the trick but should be multipurpose and not deeper then say than 1 meter.
The main Q is can all of this be combined and be an inspiration for a new circular way of an economy mixed out of sports and tech which involves multiple layers of investment from different departments of any country that is primarily looking for a freshwater project but is looking for more investment from different companies and to different parts of governments.
I am looking for companies that are open to discuss a mixture of high tech and tourism for areas that are not developed.

There are two main challenges to your idea. 1. Any power generation from storage would require large elevation differences in order for the size of the turbines to be economical and smaller. So what you are looking for is a pond up near the top of a hill or above a steep depression. 2) The second challenge is land use. Having a large storage area 1 meter deep is not a practical or economical use of the space for the reservoir. A reservoir must have capacity, and that means volume. Volume implies depth to minimize surface area.
I don't know of any artificial reservoirs designed with that type of recreation in mind -- manmade reservoirs such as Lake Meade are formed when one creates a dam across an existing valley, and while they have shorelines and some beaches used for recreation, that's not their primary purpose.

Thanks David, This new storage technology does not need any elevation..it can be used anywhere in the ocean or in any basin or lake. What I am thinking about is making basins near coastal lines where freshwater can be made out of salt sea water and that these basins also can be used to kite on (as it is a clean sport) but also used to store energy eg. energy derived from solar / wind sources. So preferably areas that can be developed in sahara or sub sahara countries with its border at sea or near a coastal line.
