It is quite complicated as it involves many  - policies, strategies, finances and incentives that influence water resources.  Relevant legal and regulatory framework and institutions, planning and decision making, monitoring process. This amounts to saying that it is a combination of political, social, economic and administrative systems that manage water resources and water delivery services at different levels. Despite these aspects in place, there are indicriminate use of water and a lot of water is wasted for no reason.   Several conservative options are in place but no one is serious including industries who are primarily responsible for contaminating water to a great extent.
