There are many opinion and alternatives to remove phosphorus.
As a news for you, you can remove the phosphorus with that depth, and depending on the size, lagoons geometry, hydraulic retention time, and other variables, you could remove the phosphorus without any change on the system, just with install equipments that generates itheir own bacterial.

Of course you will need some electrical power, and this will be without odors.

How much is the hydraulic retention time?

Can you describe the lagoons and send a flow diagram with all the parámeters?
How much is the flow, COD,BOD, nitrogen, phosporus, other data you considere important?
