Canada and the US offer Operator Certification programs to train and certify individuals to treat wastewater. There are four levels of certification offered (i.e. Level 1 through 4), with each level requiring passing specific training programs, having certain number of years of experience as well as advanced education; however, you can get to be a Level-IV operator without a college diploma or university degree. While most of these programs are offered informally by gradually taking courses that are offered locally and writing exams, you can also get certified by taking online. The most widely known program is offered by Sacramento State University. https://www.owp.csus.edu/courses/catalog.php The alternative is to get a recognized university degree in environmental engineering or chemical engineering.

In the US there is a push for Professional Operator Certification (PO) that would be valid across States, but I don't know of States that have signed on. This would require working in a plant as an operator.
Since you are an engineer, becoming a Professional Engineer (PE) may be more of what you are looking for. Don't know what this requires.
I would look at the Association of Board Certification (ABC) and the Water Environment Federation for better information.

After course completion you will get a certificate, not a license. Course will apply to training requirements for initial exam and recertification. Canadian Provinces have specific education and experience requirements to sit for a license exam.

I do not know of any "international" certificates for a wastewater treatment plant operator. In the U.S., each state has their own requirements for getting a wastewater treatment plant operators license. I am licensed in Pennsylvania (S-A,E: 1,2,3,4) and New Jersey (Industrial N-4). There is an experience requirement where you have to actually work at a wastewater treatment plant before you take the licensing exam. As you did not indicate where you are located, you may want to start looking at local resources first. There are many wastewater treatment courses you can take where you get a Certificate of Completion (after passing a final test) but not an operators license. Feel free to contact me if you want more information.

In UK become a member of CIWEM (Chartered Institute of Water and Environmental Management ) who run training courses and will give certification.

Sorry, I cant help you. We are developing an online course for technicians, Level 4 for ETPs in India. I think that is not what you are looking for and it will be for Indian technicians only.

The study of micro-algal diversity in fresh waters has become an imminent topic for research because certain of such micro-algal species are considered to be the best of future oil resources, food resources, medicinal and nutraceutical resources and also the best biological means for water purification. How much emphasis is now given to this topic by water researchers world wide? How many have noticed that the micro-algal diversity is lost at a fast rate as an impact of climate change?
