Water a human right or economical good?

Hello, lot is talked about water and crisis. Water is a blue gold these days. I want to know what other thinks, should water be a human right or an economical good?

Yes It's a basic necessity for survival. And of course if every human were aware and clever enough to not waste it, there would be no need to make this resource an economical good. But I think that when this economy is reasonable, it's the best mean to provide water and by the way food (in the case of irrigation) to the maximum of people.

water should be a human right for basic needs but a economic good for production and luxury coz it cant be squandered or profligately used since it is a fixed resource which renews every year in the form of rain

We can not call it human right or ecnomic right it is the basic neccessity for survival.
