The compiled data is surely available. But, you need to browse through the net in case you need for a particular country. More importantly, you need to ascertain whether they would meet your requirement. You may please check for these links if you wish help from India:

The challenge is as usual service and cost. The larger firms have more complete services and higher prices. The smaller firms can offer savings and more hands-on service.
Your principal challenge is knowing what type of engineering help you require. Not all engineers are competent in all areas. You need to ask questions and have a budget in mind before you engage an engineer. Look at their terms and conditions and payments. How do you resolve disputes?
If you just want a list of engineers, then ENR is fine, but be selective. I find that smaller firms are more selective and provide better value for the service.

Hi Howard, There are circa 11,000 organizations listed on TheWaterNetwork. You can easily find them and the people who work for them in the Business exchange.
Then either search for key word "engineering" or browse the tags to see in what discipline they are.
There are hundreds of engineering firms listed.
