Methods to Revive a Well with Dumped Waste and Plastics

I am posting a social issue in terms of water body.

We have a public well at my locality which was the one of the water source for nearby residents, couple of decades back.

With government metered supply of water and reduced water level in the well - The well became unwanted and it turn out to be a dump, which is now filled with kitchen wastes and also plastic wastes.

I am trying to revive the well by emptying the waste and later to be used for rain water recharging.

I need to know any machines or methods to remove the waste from the well which is 5 feet in diameter and almost 50-60 feet in depth.
