A scale model is the most efficient method to validate the design. Alternate energy dissipation methods should also be investigated before selecting a design.
In addition the frequency of the flows and downstream conditions all matter. The consequences of failure of an energy management arrangement are severe. Caution is advised in answering this question. There is no simple answer as the solution is highly dependent on site conditions and all aspects must be considered for a safe, economical and constructable design.

Well said. Modeling is the key. Site specfic analysis of all operant conditions must be considered.

With that speed you cannot avoid turbolence, but if in a hose its possible
