Pre-treatment of Cosmetic industry wastewater

We have cosmetics industry wastewater of COD &TSS more than 50000 mg/L and pH and Oil & Grease 2-3 and 5000 mg/L respectively.
How can we do pre-treatment of it with 50% COD&TSS and 100% Oil&Grease reduction without forming non-hazardous sludge?.
