Safety and inspection of nuclear power plants is generally the domain of the country in which the plants exist. The agency with this responsibility in the US is the Nuclear Regulatory Commission, or NRC ( http://www.nrc.gov/ )
In addition, the International Atomic Energy Agency ( http://www.iaea.org ), based in Vienna, provides international guidance in the area of nuclear power for member states, which includes the US. Note that the IAEA works closely with the United Nations, but is not a part of it.
Neither of these agencies appears to have specific initiatives in place to ensure the safety of water that is used by nuclear plants. As water safety and availability become more of a pressing concern worlwide, it is possible that an independent agency, or perhaps an adjunct to the IAEA, will emerge that deals specifically with this area. However, given the political sensitivities in this area, as well as the typical slow pace at which such agencies move, this will probably take many years to happen, if at all.
