Hello can any one highlight Why does wetland mapping require hydrological and climatological attribution?

Wetland mapping require:
The hydro-climate data and reference information is needed as,
1.it explains conditions for the date an image was captured
2. it provides reference quantities and probabilities to guide the search of time series data to select dates for imagery that may best represent other hydro-climatic conditions
3.normalising and averaging daily data to create zonal statistics
4. non-parametric profiling of annual sets of data at different reference time scales (daily, weekly, one, three and six monthly) and provision of period-of-record annual totals
5. provision of metadata to characterise reference states, number and length of records and variability of the data
6.production of reference statistics that quantify the probability of quantities occurring and being exceeded on an annual basis -
