Integrated Water Resource Management (IWRM) is one of the efforts in dealing with problems related to water resource management. It includes water resource management policy, planning, implementation, monitoring and evaluation to achieve the set goals. Good IWRM will consider the needs of both humans and ecosystems.

Chairman of UNESCO Indonesia's IHP National Committee, who is also a member of the Centre for Limnology and Water Resources Research, National Research and Innovation Agency (BRIN), Budi Heru Santosa gave a reason for the urgency of IWRM. He said this is because only 0.4 per cent of the total water in the world can be used. Meanwhile, managing water is a complex issue of both distribution and use, where the challenges are population growth, urbanisation, and climate change.

"By 2050, it is estimated that there will be an additional three billion people on earth, especially in developing countries. This has an impact on the increase in water demand as a result of which it becomes a significant challenge for water supply and management," said Budi in a seminar to commemorate the 32nd World Water Day "Water For Peace", Friday (22/3) at GKU 2 Building, Bandung Institute of Technology (ITB) Jatinangor, Sumedang.

Budi further said that Indonesia faces various limitations in the conditions of clean water supply, sanitation, water storage capacity, river conditions, irrigation conditions, and water deficits in the dry season.

"Achievement targets in the field of water resources must be achieved to achieve the Sustainable Development Goals and the Medium-Term Development Plan, amidst the problems of water resources management," he said.

To overcome the challenges, according to Budi, science and innovation are needed in integrated water resources management so that water supply is sufficient, water use is efficient, agricultural water needs are efficient, water disaster risks can be reduced, land is more sustainable, and groundwater is maintained.

Quoting USACE, 2010 Budi defined IWRM as a directed process that aims to control the management and utilisation of water resources such as rivers, lakes, seas, wetlands, and other water assets.

"Integrated control by balancing the interests, objectives, and desired results of stakeholders at various levels of government and related sectors needs to be done, to achieve sustainable use of natural resources," he concluded.
