THE WATERLINKS FORUM: BUILDING CLIMATE-RESILIENT UTILITIES IN URBAN ASIA, October 5-7, 2016, Manila, Philippines Mr. Ek Sonn Chan is the present Secretary of State, of the Ministry of Industry and Handicraft in Cambodia.  His storied career in the water industry began with the Phnom Penh Water Supply Authority (PPWSA) in 1979, a time when the utility, its operations and assets, had collapsed following the civil war.  In 1993, he was appointed as Managing Director of PPWSA.  Remarkably, through a period of committed reform and hard, but forward-looking decision-making, he was able to turn around the PPWSA’s performance into the topnotch water provider that it is today – operating 24 hours a day, nearly 100% efficient, with pristine water, and with some of the lowest rates in Southeast Asia. For being able to reverse the fortunes of the state-owned enterprise, he was honored with the Water Award by the Asian Development Bank, the Ramon Magsaysay Award (Asia’s Nobel Prize), and the Stockholm Industry Water Award. At the WaterLinks Forum, H.E. Ek Sonn Chan will be among the Megacities presenters to speak on using water efficiency paradigms as means of countering worsening climate impacts, and will be among the leader-experts to share inputs on building more climate-resilient operations in Asia.
