Yes, but there have always been water shortage issues somewhere in the world. The problem today is population increase, population redistribution to cities, and to areas that cannot naturally support the populations, and inadequate actions by politicians and water suppliers to provide adequate amounts of safe water for communities; however, it is now convenient to blame it all on global warming. Over many years, international organizations have thrown many billions in the water provision direction, with often limited permanent success. We have understood the technological and policy approaches to managing those problems for about 100 years. Water supply is not free, so people must be willing to pay and to conserve, and demand appropriate government action in their behalf. The more recent wastewater to drinking water recycling technologies offer proven promise, if they are not overpriced by irrational regulatory requirements, They are much cheaper than desalination, and more widely available.

Water is not the only thing that is abundant in the oceans and short on land. Energy and food supply ought to be included in that also. As the oceans rise land will shrink and we shall be short of land also. Floating habitat on the ocean is what is needed. I am an architect and happy to work on this aspect.
