It seems to me that today the problem is not how better and lot to consume water but rather to preserve it, not to lose it.
Leaving to other countries your water resources contribute to the water supply of the land population. Some of your water also comes from outside your country.
The problem is not in the consumption, in the surconsomamtion in the deterioration of the quality of the water, which is not doubted nevertheless serves to a large extent to the food of the populations.
The problem nowadays is to consume this water better so as not to lose it.
Indeed the water consumed becomes waste water which is rejected by the facilities of your country in the natural hydraulic environments that pass through it. These wastewaters pollute clean consumable water. The countries in the watershed see polluted water going through their country. And so on, biological sanitation has the advantage of no longer rejecting wastewater in natural water environments. This concpet preserves the quality of a scarce resource: drinking water. But also the quality of the fauna and the aquatic flora.
