1. You can go to Louborough University website which is offering M.Eng also in water resources.

2. You can apply for Chevening Scholarship www.chevening.org for a Msc study at any UK Universities.

3. If there are professors you'd like to work with, contact them during your application process to find out about funding opportunities, then go with what seems most attractive.

4. You can apply for a German scholarship with the DAAD, I did get one myself:
