When our local town started a voluntary source reduction program (solid waste materials) it entailed source material separation and then bring those materials to our new Resource Recovery Center. Initially, there was very little compliance because the program was voluntary and we needed to improve the participation of resident households. At various meetings it was suggested that let the children set the example for their parents and teach them the benefits of recycling in school classes. The school acquired some grant money and wrote IEPs for the students starting at Kindergarten and other elementary school grades that also involved class trips to the Resource Recovery Facility. The percentage of compliance grew with each new year and new students entering the curricula to teach their parenst--maybe it was shaming their parents. This was expanded to include visits to the local wastewater treatment plant and the water processing plant. This was over 20 years ago and I have moved away from that town but I know that it was a successful program in the years that I lived there. Start with the children and they will have those values and appreciations as they age into adults.
