Can existing international trade rules effectively promote efficient water use and, if not, could World Trade Organization members negotiate new rules for this purpose? Can the Doha Round negotiations on fisheries subsidies or the recently concluded WTO Trade Facilitation Agreement provide any guidance for exploring a similar agreement for disciplining water subsidies? These and other related issues are discussed in the attached paper, which was presented at a recent conference on promoting water use efficiency at the Chinese University of Hong Kong.
