I would like to put a question out there. We have an issue where I live of a lake that has been contaminated by extreme acid mine drainage and radiation pollution. to the tune of 2.5pH U+18mg/L more than 250 times internationally accepted limits. I would like to pick someone's brain who has knowledge about these topics and can provide me with concrete advice as to what can be done to effectively manage this situation and remediate the area. It is posing health risks to people living in the area.

This sounds like it is a private mine lagoon, I repeat private.  How and if it is treated may worry you, but in the end you are and individual and you will not be able to solve this problem: accept this fact.  We could all wager that the problems with this storage lagoon has already been addressed.  I personally have had years of experience with this type of problem: it always takes a lot of  time and responsible care. The EPA has very little positive experience with this type of problem.  For example, their inept administration of this type of problem resulted in the disaster on an important trout stream. On August 5, 2015 an EPA team working to investigate and address contamination at the Gold King Mine in San Juan County, Colo. The ineptness unexpectedly triggered a large release of mine waste water into the upper portions of Cement Creek and the Animas River.  Many respected scientists view the EPA as a bunch of clowns; but they are not funny - just bureaucrats.   Dtrump may be a rude person, but he understood the problems of bureaucrats:  many responsible environmental  and water treatment professionals celebrated the EPA budget cut by 31 percent. Some may disagree with the facts here presented.  However, facts always stifle opinions.
