  1. Fine words but it ain't going to happen. There are a number of ways to improve things, none of which are covered in this paper. Firstly more reuse of wastewater though this does not add to the overall resource; secondly, the Red-Dead and Med-Dead will increase the available resource but at great cost; thirdly: an import from the Litani River in Lebanon:
