With regards to Flint Michigan, Where was the water system operator in direct responsible charge? This is the person responsible for public health and process decisions that will affect public health. Choose any state and read the DEQ rules. Arizona R18-5-104 is very clear though I prefer how New Mexico defines it. EPA Directors, Michigan's Governor, Emergency Managers, Mayors, City Managers, Department Directors, consultants are NOT the Operator. If the system operator, knowledgeable about the system, allowed things to occur as they did then that is who is negligent.
