( http://www.bom.gov.au/climate/outlooks/#/rainfall/median/seasonal/0 )  A three month outlook isn't long when trying to predict storage levels one year in advance but when that period spans some of the wetter months of the year there is more justification for turning on the pumps. All the same, storage/flow mass balance is probably the easier part of the equation even with the uncertainty of rainfall. Assessing the a community's willingness to endure restricted water availability and the cost of that against a willingness to pay the high cost of  operating desalination is the more difficult equation the government has to solve.
