1. There are systems that monitor the "effect" of water chemistry, such as corrosion rate monitors, or corrosivity monitors.  These will NOT tell you what to do about the corrosion.  For that, you will need monitors that check all the various corrosion parameters.  There is no secret black box that can do this.  Believe me, I have seen numerous extremely intelligent researchers try... and fail.
