Good article and i appreciate your vision but India has unique cultural norms that prevent your vision from ever taking hold. It will take much more than good management to fix the problem. New ways of tackling the social norms related to water and creating a sense of urgency is also needed.

The perception, understanding and knowledge of groundwater vary greatly among all the stakeholders. An awareness on groundwater, and change in mental attitude and behavior of all the stakeholders is very desirable.
