NRW Management and Operator's Licence process in New York

I am going for an oral presentation on 'Quantification of Municipal Water Supply and Role of Metering in Large Indian cities' May 29th 2017.

I am in New York during 5th to 10th June  and want to understand NRW Management and Operator' s Licence process in New York.
