Seeking basic information on climate models for ocean oscillations

I am writing a book on various topics covering where does water come from, walking through the various components of the the water cycle, the impact of carbon cycle on the water cycle, the impact of various weather phenomena (ocean and air oscillations, like ENSO), the impact of various levels of government managing water, and impact of drought and flood leading people to migrate. This is to provide foundational information for water resources managers and water treatment operators. One of the topics that I am currently working on is the various oscillations. Through my research, there have been a several climate models to predict or forecast various ocean oscillations. Does anyone have some general knowledge of how these models are constructed, and how accurate are their prediction over time. How useful are these models to a water resource manager? If not, how can they be more useful to them?
