It is a high time to transform water resource management and governance paradigms to create more community resilience. A standardize framework is required to diagnose and navigate transformative change in natural water systems in the case of Dharamshala, Himachal Pradesh, India.
Collaborative efforts are required to support transformations in water governance to recharge the natural sources of water and to deal with hydrologic uncertainty. There is a scope for water resilience to cope with complex and emerging hydrologic stressors.
