I agree that without project resources planning your project is lost, it's fundamental; but disagree with project regulation criterion and other omissions if you don't know water regulations or project engineering regulations your project schedule are sentenced to fail, no just in water, for all engineering projects; if you don know about O&G or water or how you can plan an schedule for those projects; no way. Another important omitted principle, planning/scheduling for control, basic. Project managers / directors also must be controlled, it means that whole scope (technical, construction, management) must be included into the master project schedule, even client / authorities responsibilities.
