As Brazilian, I summarise this in two words. Ignorance of the prevention and of the value of ecosystems services; and greed. Ignorance comes from all classes, even engineers ignore safety requirements or give them no importance. Greed comes from those that see mining as only an economic activity, regardless its social role. We are the only country that states Environmental Impact Assessment in the Federal Constitution. What is going on here?

Exactly- it was all on paper, not in the wills of those who had any control over it.
