The compensatory mechanism must be for a) saving water in large tracts of Irrigated land and b) increasing water efficiency and c) cultivating more crop per drop of water as subsidy strategies so far had a minimal effect on production & productivity and lives and livelihood of farmers in larger tract of irrigated land. Water sector reforms for adopting IWRM at the basin level must be articulated in water policy statements. The principles of harmonization and alignment with National-Regional International and Donor policies linked to water aid must be adhered to
