The answer starts with soil conservation practices up stream, to keep excess water from getting to the rivers and reducing flood flows. WE learned that an ounce of prevention is worth a pound of cure, but that was in F D Roosevelts terms. Go back to basics but meanwhile prevent building in flood plains and strengthen the levees.
