This is really a great and correct move. It is a must now, as water sector is expending and needing standardization. All the experts who have worked on the field should be invited to frame the same. This will make the system most sustainable, useful and workable on the long run.

I appreciate your views. The work is so large that no single organization can do it. Mass movement has to be created by all experts to formulate new codes and amend old codes, some of which are as old as 50 years. The responsibility of river valley organizations , IIT's, NIT's , engineering colleges, individual experts is much more, which are using latest scientific knowledge.
